The short answer: 3 to 6 weeks

A purchase with a bank in Dubai usually takes 3 to 6 weeks, counted from the bank's first answer to the transfer.3 If the seller still owes money to a bank, plan for about 5 to 8 weeks. That second range is an estimate: it adds the seller's bank steps to the first range.35

The bank itself is not the slow part. Emirates NBD writes that an application "will be processed within 3 to 5 working days".1 HSBC says its first approval, called an "approval in principle", "takes an average of 60 minutes". For a non-resident who banks with HSBC Premier or Private Bank, its full process takes up to 14 working days.2

The Dubai Land Department (DLD), the government office that records every sale, is not slow either. The DLD service pages give 25 minutes to register a sale. They give 20 to 25 minutes to register the bank's charge, its legal claim on the home.4 What the buyer pays on that day is listed in what a Dubai transfer actually costs, line by line.

The weeks are lost in the gaps between the steps. Each step waits for someone else: a valuer, the seller's bank, the developer or a notary abroad. Many documents in the file also expire after a few weeks.

No regulator publishes how long real deals take. DLD and the Central Bank of the UAE publish rules and service times, not averages. The ranges below come from bank pages, DLD service pages and broker guides.

How long each step takes, by type of buyer

The path depends on two things: who is buying, and whether the seller still owes a bank. Choose both in the tool below. Blue marks the bank's own steps, and the red line marks where a deal often breaks.

Where the weeks go

The bank decides in days. The weeks are lost between the steps.

Who is buying?

Does the seller still owe a bank?

  1. Your fileyou

Salary certificate, payslips and 6 months of bank statements. One bank wants the certificate less than 45 days old.

2 years of audited accounts and the trade licence. At one bank, the company must be at least 3 years old.

Notarised proof of income from your home country and certified bank statements. Papers from abroad take time to prepare.

Breaks when a certificate gets too old. The buyer must get a new one.

Breaks when a self-employed buyer applies as salaried. Banks reject that file after deeper checks.

  2. Pre-approvalsame day to 5 business daysabout 1 to 2 weeksset by each bankthe bank

The bank's first written yes. It is valid for about 60 days.

The bank reads the business, not a payslip. The letter is valid for about 60 days.

Fewer banks take non-residents. HSBC takes them only as Premier or Private Bank clients.

Breaks when the deal runs past those 60 days. The papers start again.

  3. Valuation3 to 5 working daysthe bank's valuer

A valuation, the bank's own check of what the home is worth. The bank then uses the lower of the price and the valuation.

Breaks when the valuation is below the price. Add cash, agree a new price, or walk away.

  4. Final offer3 to 5 working days3 to 5 working daysup to 14 working days at HSBCthe bank

At one bank, the buyer can cancel within 5 business days. Signing the final offer letter ends that right.

Breaks when the bank now limits the buyer's sector. The offer comes in smaller.

  5. The seller's bankup to 7 working days for the letterthe seller's bank

First a liability letter, a statement of what the seller still owes. Then the debt is paid, and the bank sends a release letter.

Breaks when the payoff is late. DLD cannot finish the sale without the release letter.

  6. Developer NOC2 to 10 working daysthe developer

An NOC, a letter saying no fees on the unit are unpaid.

Breaks when service charges are unpaid. They must be cleared first.

  7. Power of attorney2 to 4 weeks abroadonly if you cannot come to Dubai

An original document, less than 2 years old, legalised for use in the UAE.

Breaks when it is a copy or too old. The trustee office, the DLD desk where the sale is signed, refuses it.

  8. Transfer at DLD25 minutes, plus 20 to 25 for the banktrustee office

Usually one visit. The sale and the bank's charge are registered together.

The seller's bank adds its own time. Its letter alone can take up to 7 working days.

Times come from bank pages, DLD service pages, the Central Bank Rulebook and broker guides. All were read on 30 September and 7 October 2026 (Sources 1–5, 7–10 and 16–18 below). No regulator publishes real deal times. The totals are estimates.

The bank's own steps take about 2 working weeks in total. The rest of the time is spent waiting for other parties. A buyer without UAE residency follows a different route, explained in what a non-resident can actually raise against Dubai property.

Where the weeks are lost

Buyers often ask why an application takes so long when each bank step is short. The answer is in four places: the seller's bank, documents that expire, the developer and the notary.

The seller's bank

If the seller still owes money, the seller's bank must be paid first. This starts with a liability letter, a statement of the exact amount still owed. Under Article 7 of the Central Bank Rulebook, UAE banks must issue it within 7 working days.5 The rule covers retail customers, which means individuals, not companies.5 In July 2026 the Central Bank fined a foreign bank branch Dh1.82 million for missing that deadline.6

Then the debt is paid off, and the seller's bank issues a release letter, which confirms that its charge can be removed. DLD completes the sale only after that letter arrives.4 One broker guide puts the seller's settlement at 7 to 10 working days.3

A split day also costs money. DLD waives the registrar's fee when the buyer's bank registers its charge on the same day as the sale. If the charge is registered one day later, a partner fee of AED 4,000 plus VAT applies.4

Papers that expire

Many documents in the file have a short life. Emirates Islamic, for example, wants a salary certificate "less than 45 days old" and a liability letter "less than 30 days old".7 Its pre-approval, the bank's first written yes, is valid "for a period of 60 days".7 If the deal runs late, the buyer has to collect these documents again.

There is also a cooling-off period, a few days in which the buyer can still change their mind. At Mashreq it lasts 5 business days, and it ends once the buyer signs the final offer letter.8

The developer and the notary

The developer issues an NOC (no objection certificate), a letter saying no fees on the unit are unpaid. A broker guide gives 2 to 10 working days for it.3 Any unpaid service charges must be cleared first.

A party who cannot come to Dubai signs through a power of attorney. Under DLD Circular No. 29/R/2025, DLD now accepts a power of attorney made abroad only as an original. It must be less than 2 years old and legalised by the UAE embassy and the foreign ministry.16 Legalisation abroad usually takes 2 to 4 weeks.17 Start it on the first day, not in the last week.

Why a deal breaks on the amount, not the date

In 2026 the bank did not become slower. What changed is who it says yes to, and how much it advances. This is also why a buyer with a pre-approval can still fail in the last two weeks.

The first test is the valuation, the bank's own estimate of what the home is worth. A bank valuer usually reports in 3 to 5 working days. The bank then works from the lower of two numbers: the price or the appraised value.9 If the valuation comes in lower, the buyer has three choices. Add cash, agree a new price, or walk away.10 A second bank means a new valuation, because a report made for one bank cannot be used by another.9

The second test is the buyer's job. Some banks now advance less to buyers who work in aviation, hospitality, real estate, or oil and gas.10 In March 2026, during the regional conflict, seven large banks cut their LTV from 80 to 70 per cent. LTV is the share of the property's value that a bank will advance. In that month, 10 per cent of one broker's clients cancelled their deals, and another 20 per cent paused.11

The third test is the monthly payment. Article 3 of the Central Bank Rulebook caps all debt payments at 50 per cent of income. This cap is the DBR, the debt burden ratio.13 Banks must also run a stress test, a check of the payment at 2 to 4 percentage points above today's rate.13 On 17 September 2026 the UAE base rate rose from 3.65 to 3.90 per cent.12 A higher rate means a smaller amount passes the test.

Each of these tests changes the amount, not the date. A buyer can hold an approval and still not have enough money to complete. Some of these caps are law, and some are only bank policy. The difference is explained in the two ceilings a bank actually measures.

When the bank's number is smaller than the deal, the property may still carry the gap. NEMAX reviews the property and confirms in writing what it can support.

If you already own the property

Some owners want to raise money from a home they already own. The bank routes for this differ a lot in time.

Money from a home you already own

The route sets the time, and one route has no set time at all

Bank routeResident on a salarySelf-employedNon-resident
Top-up with your own bankAbout 2 to 3 weeksNo published figureNo published figure
New bank, with cash taken out3 to 6 weeks6 to 10 weeks8 to 12 weeks

Top-up: Real Estate Club Dubai.15 New bank: a DLD-authorised trustee centre, which gives 3 to 5 and 4 to 8 weeks for residents on two pages.1415 Second charge: the first bank must consent, and no rule sets it a deadline.19 Read 7 October 2026.

The top-up takes less time for a simple reason. The existing charge stays in place, and DLD only changes the registered amount. DLD lists 10 to 15 minutes for this amendment.4

A second charge is different. DLD can register a charge of the "first or second degree".4 But Article 10 of Dubai Law No. (14) of 2008 says the owner may "create any Real Right or personal right on the same only with the approval of the Mortgagee."19 In plain words, any new right on the property needs the first bank's consent. No rule gives that bank a deadline to answer. The law behind this is explained in the first bank's veto on a second charge.

What to do in the first week

Most lost weeks can be saved in week one. The checks are simple.

Ask if the seller still owes a bank. If yes, the seller should request the liability letter at once.

Check the service charges. The developer will not issue an NOC while fees on the unit are unpaid.

Keep the documents current. Write down the expiry date of every certificate and of the pre-approval.

Start the power of attorney early. It can run alongside the bank's steps, not after them.

Agree on the valuation risk. Decide in advance what happens if the valuation comes in below the price.

For the agent, the date matters in a direct way. Article 28 of Bylaw No. (85) of 2006, the Dubai rule on real estate brokers, sets the default. A commission is owed only when the sale is registered at DLD.20 The rule is explained in the rules on real estate agent commission in Dubai.

Where NEMAX fits

NEMAX does not claim to beat a bank on time. Its target is about 30 days from application to completion, which is close to a bank's own timeline.

The difference is in what is measured. A bank measures the buyer: income, job, residency and existing debts. NEMAX Finance is an asset-backed co-financing platform, not a bank and not a lender. It measures the property.

Capital is set against a property the client already owns in the UAE. The deal runs through an SPV registered in ADGM, the Abu Dhabi Global Market. The SPV is a separate company set up to hold the asset. LTV, the share of the property's value that capital is set against, stays at or below 70 per cent. The smallest amount of capital is AED 1 million, and the term starts at 12 months.

This helps when the bank's answer is too small, not when it is too slow. It also helps when the file does not fit a bank, for example a short business history or income from abroad.

FAQ

How long does mortgage approval take in Dubai?

The bank's own decision takes days. Emirates NBD says an application is processed within 3 to 5 working days, and HSBC says up to 14.12 The whole purchase, up to the transfer, usually takes 3 to 6 weeks.3

How long does mortgage pre-approval take in Dubai?

For a salaried buyer, it takes from the same day to 5 business days. For a self-employed buyer, it takes about 1 to 2 weeks.218 The pre-approval letter is usually valid for 60 days.7

How long does it take to buy a house in Dubai?

With a bank, it usually takes 3 to 6 weeks from pre-approval to transfer.3 If the seller still owes a bank, allow extra time for the liability letter and for paying off the seller's debt.5

The bank has taken more than 15 days to issue a pre-approval. Is that normal?

It is longer than banks publish. HSBC says its first approval, the "approval in principle", takes an average of 60 minutes.2 A broker guide gives 1 to 5 business days for a salaried buyer.18 When a file stops for weeks, ask the bank in writing which document or check is still open.

Can a buyer with a pre-approval still be rejected at the end?

Yes. A pre-approval is only a first yes, valid for about 60 days.7 The bank still checks the valuation and works from the lower of the price and the valuation.9 A lower valuation, a new limit on the buyer's sector or an out-of-date document can change the final offer.10

How long does a developer take to issue an NOC?

A broker guide gives 2 to 10 working days.3 The NOC confirms that no fees on the unit are unpaid, so any service charges must be cleared first.

Can a bank take 45 days to issue a no liability letter?

Article 7 of the Central Bank Rulebook says banks must issue liability and clearance letters within 7 working days of an individual's request.5 In July 2026 the Central Bank fined a bank Dh1.82 million for missing this deadline.6 Keep the date of your request in writing.

What exactly happens on transfer day in Dubai?

Buyer, seller and the bank's representative meet at a trustee office, the DLD-authorised desk where the sale is signed. DLD lists 25 minutes to register the sale and 20 to 25 minutes for the bank's charge.4 If the seller still owes a bank, that bank's release letter must be in hand before the sale can be completed.4
